This tutorial would demonstrate how to make hair my way, using pen tool 
I would also introduce a basic pen tool function to you, so never fear if you have no knowledge of pen tool :]
This tutorial would work on most painting program, provided that they have pen tool and layer function available. Tablet isn't necessary at this stage
