Do u gift a uploaded Toko for new tribe members who doesn't have a unofficial Toko yet?

It would be up to one of our members if they wish to gift a new tribe member an uploaded tokota. The tribe itself does not normally gift uploaded tokotas to new tribe members since there is a good chance that many users will simply leave the tribe once the transfer is completed.

It is not uncommon, however, that tokota genos be given out as prizes for taking part in one of our contests. Users without a tokota or waiting on a tokota geno to be accepted may use one of our tribe tokotas to take part in the contests for a chance to win.

While we do not simply give out tokotas to new members freely we do provide plenty of opportunities for members to obtain one.
