Just like they showed in Pokemon Generations, I imagine the Kahuna have a number of different Pokemon that they rotate between for battles, though I always felt like he also got Pokemon specifically to battle Hau? Mostly because there's a line from Gladion when you encounter him. 

"But this brat... he's just using that as an excuse not to try hard because he can't beat the kahuna. Because he can't beat Hala when he's serious!"

There seems to be an implication that Hala might have taken it easy on Hau or that Hau himself couldn't quite beat Hala yet passed anyway? Perhaps Hala took a purposeful dive in the fight? Its a bit unclear exactly what happened in game in that battle as we don't witness it and Hau doesn't really clarify this information himself, so it always stood out as an odd line to me.
