The New Construction Program was a voluntary geographic partnership program that began in April 2019 and concluded in January 2020. It provided eligible tribal, state, and local governments an opportunity to update the U.S. Census Bureau’s residential address list with new city-style mailing addresses for living quarters that were under construction by March 1, 2018, with expected completion by Census Day, April 1, 2020. Participation in this program helped ensure a complete and accurate address list for the 2020 Census.
The type of enumeration assigned to census blocks for the 2020 Census dictated the universe of eligible governments. Census blocks where the Census Bureau planned to mail questionnaires, known as self-response enumeration, were in-scope for the 2020 program. New for the 2020 program was the eligibility of state governments to participate as well as the acceptance of group quarters and transitory locations addresses.
There were two digital response options. The basic option allowed participants to utilize the Geographic Update Partnership Software (GUPS), a free, customized-geographic information system (GIS) developed at the Census Bureau for use in many of its geographic partnership programs. The advanced option allowed participants to use in their own GIS software if they used the Census Bureau’s shapefiles and followed the digital update guidelines. Neither option supplied Title 13 protected addresses to participants.
