Tomás Encarnacion is the director’s senior advisor for strategy, planning, and special projects to advance data equity and support the U.S. Census Bureau’s broader efforts in this critical area. He most recently served in the Decennial Census Management Division as the 2020 Census advisor to the U.S. Virgin Islands on St. Croix.
Tomás began his federal career in 2006 in the Philadelphia Regional Office, supervising the American Community Survey (ACS) data collection operations for Delaware, Maryland, Washington, D.C., and two counties of West Virginia. After a successful experience in the Philadelphia region, he joined headquarters working for the American Community Survey Office (ACSO) Group Quarters Branch.
In 2010, Tomás transitioned to the Demographic Surveys Division’s Housing Surveys Branch as the section chief over the National Ambulatory Medical Care Survey and the National Hospital Ambulatory Medical Care Survey data collection operations. In 2012, he returned to ACSO and supervised the data collection operations for the ACS, including internet self-response and telephone nonresponse follow-up operations. In 2014, Tomás joined the Customer Liaison and Marketing Services Office as chief of the Data Dissemination and Training Branch, where he managed a nationwide staff of more than 45 communication and data dissemination and training experts.
Prior to joining the Census Bureau, Tomás held several positions in the private and nonprofit sectors, the Washington, D.C., government, and higher education institutions, as well as volunteering at overseas programs dealing with human development, economic inequality, and social transformation.
Tomás holds a Ph.D. in sociology with a concentration on race, gender, and social stratification and master's and bachelor's degrees in sociology from Howard University. He is also the recipient of a master’s certificate in project management from George Washington University and a Bronze Medal Award for superior federal service
