Squid for Windows and Proxy PAC file Tuning and Customize/Optimise

I am running a Squid for windows proxy and would like someone to remote on to my server with a teamviewer session to tune the server as required. I have a 100MB cache and want to make sure it is optimised to use that cache, it then uses an upstream proxy to forward requests and I want to create a list of places that it goes direct via our proxy not the upstream. I would also like the config looked at and confirm that it looks optimised. Further I would like someone to look at my pac file and help me optimise it.
