Carousel Integration in HTML Page

I'm seeking a skilled web developer to incorporate an HTML carousel into my page. This carousel will specifically display the flipable tiles that are already on the page, so experience with creating accessible and engaging carousels is key.
What makes this project difficult is that the tiles are not just web content, but they are are tiles that flip around. The entire thing is a HTML page that is ran from Powershell. Basically Powershell gathers data from a database and pushes it through to Javascript to display on the tiles.
Key deliverables:
- The carousel should be navigable via manual buttons on the left and right like in the attached image. It is crucial that the buttons are intuitive and easy to use and that they don't mess with the current layout. I should still be able to see the timeline overview at the bottom without scrolling to it.
- Do not resize the tiles, or make modifications to their look and feel.
- The tiles should have some sort of animation as they move around.
- There are currently three tiles on the scren. We need to expand them out and be named the following:
* Application Control
* User Application Hardening
* Restrict Office Macros
* Patch Applications
* Restrict Administrative Privileges
* Patch Operating Systems
* Multi-Factor Authentication
* Regular Backups
- Don't just copy these tiles, make new names and id for them or you will break the code.
- All the existing processes and functionality should work like fliping tiles, bringing up the device list, generating the report and displaying the documentation.
Ideal Skills:
- Proficiency in HTML, CSS, and JavaScript.
- Prior experience with implementing and customizing carousels.
- Strong attention to detail, particularly in terms of user interface and user experience design.
