Head Start is a federal program to provide education opportunities and family well-being for children under 5 and their families. Currently, the Mescalero Head Start program serves 120 students, the majority of whom are tribal members. However, the current facilities are entirely inadequate. This project will create a safe and welcoming learning environment for the children and parents of the Mescalero Head Start program.

Project Description: Funding is to construct water utility lines connecting them with Valencia County—a necessary component of their broader bridge/corridor project.
Project Justification: With the construction of the Los Lunas East-West Corridor, economic and residential growth is being anticipated and planned for by the Village as it will be an arterial roadway, being only the second access point to I-25 for the whole Village. The area in which it is being constructed is South of the NM 6/Main Street exit and has been developing over the last decade in response to commercial and residential growth. This project would extend utilities to the rural areas in proximity to the corridor that were built before this period of expansion. As the Village continues to grow and expand into rural areas that didn’t have a need to be connected to the Village’s utilities system before, these extensions are crucial as more residential and commercial developments come into existence.

Project Description: Project is to construct a new fire station. Peralta Fire Department replacing the outdated station that was built over fifty years ago. The Peralta Volunteer Fire Department has been working in an outdated building with limited storage of equipment, training and without adequate decontamination area for their bunker gear. Our new fire station will better serve the Peralta residents, our neighboring communities, Fire/EMS departments, within Valencia and adjoining counties. This new fire station will include a helipad, the first and only in Valencia County. The new fire station will be located on Highway 47 directly across from Peralta Elementary School.
Project Justification: The new fire station will be located on our main thoroughway; Highway 47. Listed are several functions that we feel the new fire station will serve.
A secure evacuation point for Peralta Elementary students and faculty to gather for emergency purposes.
A shelter for citizens displaced during fires, flooding or other natural disasters of Valencia County.
A safe and secure purpose-built landing location for air ambulance transport.
A location for rendezvous and patient transfer between fire rescue units and designated transport units.

Albuquerque Bernalillo County Water Utility Authority Aquifer Storage and Recovery

Project Description: Funding is to plan, permit, acquire right-of-way and easements, study, design, construct and equip an aquifer storage and recovery facility. This request would fund the next phase of the direct injection ASR project on the eastside of Albuquerque.
Project Justification: ASR is a proven water resources management tool that allows water to be stored underground and later utilized to meet demand during periods of reduced surface water supply. Increasing ASR across the Water Authority’s service area, including NM’s First Congressional District, is a key component of the Water Authority’s 100-year water management strategy that ensures our ability to meet demand into the future. Through increasing the Water Authority’s ASR water, we further reduce the use of groundwater supply, even during times of drought, and the ASR water is available when needed. ASR is also more cost-effective and sustainable than constructing above ground reservoirs.

Corn Maiden Early Learning Center

Project Description:Funds will be used to plan, design, construct, furnish, and equip an early childhood development center and day care for approximately 100 children. CM plans to build the Early Childhood Development Center on the grounds at Avanyu Plaza, on the property of the IPCC. CM will provide a culturally appropriate educational program centered on the important needs of preschool aged children. With buy-in from the State of New Mexico, NGOs, and private funds, this funding will allow this important project to be completed in the next year.
Project Justification: There is a clear need for more, high-quality early childhood programs that are accessible and affordable. Tribal community members request culturally relevant, high-quality programs for their children. Investment in early childhood is not only an investment in economic development, but when it is done in a culturally sensitive way, with appropriate curriculum, it is also an investment in the next generation of Pueblo citizens.

NMDPS DNA Outsourcing
Project Title: NM Department of Public Safety DNA Outsourcing

Project Description: Funds will be used by the New Mexico Department of Public Safety's Forensic Laboratory to outsource predominantly non-violent (i.e., felon in possession of a firearm, arson, drug trafficking, drug possession, burglary, and larceny) DNA cases that are currently awaiting forensic DNA analysis in the Santa Fe Forensic Laboratory.
Project Justification: The laboratory has more than 1,000 non-violent cases that remain unworked and receives more than 450 non-violent cases per year. New Mexico House Bill 135, the Sexual Assault Survivor's Bill of Rights, went into effect July 1, 2019, and has strict deadlines for the forensic laboratory to complete all sexual assault examination kits within 180 days. The laboratory meets this turn-around 100 percent of the time. This has caused predominantly non-violent DNA related cases to remain unworked. The funding will allow non-violent cases to be outsourced to an accredited private forensic laboratory, ensuring the laboratory meets critical needs and timely forensic DNA analysis.

Project Justification: This project is urgent in order for the Sheriff's Office to continue to provide emergency services to the residents, visitors and businesses of Sandoval County. This project will replace patrol, detective and unmarked vehicles that are unsafe or that have extremely high miles and are incurring costly repairs. Sheriff vehicles are used in pursuits and emergency situations, which puts extreme wear and tear on a vehicle.

Region 9 Early Childhood Education Center

Project Description: Funds will be used for construction of an early childhood center that will establish large-scale educational childcare, developmental services, after-school care, and an ECE teacher community college training site serving communities across the region.
Project Justification: The consolidated Early Childhood center will improve the efficiency of childhood services across the region. The Cooperative has already invested $500,000 in acquiring 2.1 acres to erect a 17,300 sq. foot indoor/outdoor secure Early Childhood Education (ECE) facility in north Ruidoso for children and their families across the region, at the same time creating a new ECE worker training facility. The effects of the pandemic and McBride wildland fire—as well as the pending sale of currently leased facilities—accelerated the need for more childcare for working parents across Lincoln County and Mescalero.

Transitional Housing for Families Experiencing Homelessness

Project Description: Saranam provides safe, stable, and fully furnished transitional housing so families experiencing homelessness can concentrate on breaking down the barriers to more secure futures. In response to community demand, Saranam is constructing a new campus that will increase capacity to serve 45 unhoused families, more than double the current 20 families. Requested funds will support construction of nine housing units on the new campus.
Project Justification: This project will helpmeet a growing need in our community for transitional housing and supportive services, which are key to reducing homelessness and helping all members of our communities thrive. After 19 years in operation, Saranam has served 162 homeless families, including 184 adults and 344 children and has a strong track record in successfully transitioning families into stable, permanent housing.

Project Justification: When the City of Rio Rancho was incorporated as a municipality in 1981, it inherited many legacy roads from the original developers including Sara Road. These legacy roads did not conform to proper paving or utilities standards of the time and consequently the roads and utilities within the roadway have fallen into disrepair over the years and need improvement. Reconstructing Sara Road and replacing underground utilities will benefit the Corrales Heights and Corrales Heights South subdivisions. These areas are located within a disadvantaged community, as identified by the President’s Council on Environmental Quality, Climate and Economic Justice. This section of Sara Road also supports technology related employment, residential areas, a commercial/retail area, educational facilities, senior housing and support facilities, an Urgent Care facility, and community organizations.

El Zocalo-Sena Building Renovation Project

Project Justification: The Sena Building will function as a regional meeting facility for the local community. Businesses and organizations from local communities, including Albuquerque, Rio Rancho and Santa Fe, will use the facility for meetings and retreats. Residents will have a first-class venue for holding weddings and family events. Renovating the Sena Building will boost economic development and regional interaction with a disadvantaged area.

The improvements will also contribute to the economic benefits that a more fluid traffic flow allows by eliminating tourist and visitor waiting time for access to the City’s major attractions.

Project Justification: YDI’s residential independent living building project will help at-risk young adults exiting the foster care system, re-entering their communities from incarceration and youth at risk of homelessness who have been trapped in poverty and who have experienced a lifetime of poverty. These individuals are often woefully underprepared for life because of behavioral health, trauma, and substance use. In addition, they are unable to compete in such a competitive workforce. This funding request will meet an urgent need in providing transitional housing and programming for at-risk homeless youth and contribute to the well-being and development of the broader community.

Project Justification: The Center will provide a safe environment for young adults ages 18-25 who are homeless or unstably housed, including a coordinated and age-appropriate entry, assessment, and referral system, employment and training and programs for removing barriers to education and addressing substance use disorders, as well as assessments and referrals to mental health supports. This project is an excellent use of taxpayer funds because of the return on investment it will provide to the community. The Campus will house about 30 young people at a time, and over 120 young people a year. Additionally, the campus will provide services and supports to young people experiencing homelessness or housing instability. Through this model, the facility will serve hundreds of youth per year.

Trauma Recovery Center model evaluations have found that participants engage more in services than others in similar situations and show more improvement in overall health.

The IPCC includes a 10,000 square foot museum of the history and artifacts of traditional Pueblo cultures and their contemporary art for more than 40 years. The Indian Pueblo Kitchen and the Indian Pueblo Opportunity Center are two projects designed with the IPCC’s core mission in mind: to preserve and perpetuate Pueblo culture while providing opportunities for the Pueblo people to better their lives.
