The InvestEU programme boosts investment, innovation and job creation in Europe over 2021-27. It builds on the successful model of the investment plan for Europe, which mobilised more than €500 billion during 2015-20. Invest EU aims to trigger a new wave (€372 billion) in investments using an EU budget guarantee.
The InvestEU programme, whose budget stems partly from NextGenerationEU, is a key element of the EU’s Recovery Plan for Europe. It brings the European Fund for Strategic Investments and 13 other EU financial instruments under one roof, giving an additional boost to sustainable investment, innovation and job creation in Europe. It will ensure a strong focus by investors on the EU’s medium- and long-term policy priorities, such as the European Green Deal, the European Green Deal Investment Plan and the Strategy on shaping Europe’s digital future.
The InvestEU programme consists of three parts: The InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal.
InvestEU Fund
We expect the InvestEU Fund to mobilise over €372 billion in public and private investments through an EU budget guarantee of €26.2 billion. That guarantee backs investments of financial partners such as the European Investment Bank Group (EIBG) and others.
In four policy windows that mirror the key Union policy priorities, the InvestEU Fund supports the four following policy areas
- sustainable infrastructure
- research, innovation and digitisation
- social investment and skills
- small and medium-sized enterprises (SMEs)

InvestEU Advisory Hub
The InvestEU Advisory Hub connects project promoters and intermediaries with advisory partners, who cooperate directly to help projects reach the financing stage.
InvestEU Portal
The InvestEU Portal brings together investors and project promoters on a single EU-wide platform by providing an easily-accessible and user-friendly database of investment opportunities available within the EU.
