Monitoring public support for business innovation: Findings from the EU-funded OECD MABIS project and new directions

The MABIS project is a key component of OECD and EU efforts to monitor and assess research and innovation policies, providing more comprehensive and outcome-oriented evidence through:

• The continued collection and dissemination of policy information and statistics on tax incentives for R&D inputs via a brand-new platform (INNOTAX) to access available resources. 
• An extension of OECD measurement efforts to income-based tax incentives for R&D and innovation in close collaboration with the OECD Centre for Tax Policy and Administration.
• The development of a measurement framework to facilitate a more comprehensive mapping of the landscape, nature and directionality of government support for business innovation. 
• The implementation of distributed microdata-based analysis on the impact of direct funding and tax support on business R&D, innovation and economic outcomes (microBeRD+). 

Building on the recent results of the initial phase of MABIS, the workshop will outline new directions for the analysis of public support for innovation, informing future OECD work to consolidate and extend the OECD measurement and analytical work on government support for innovation. Examples of this new direction for the MABIS project include dedicated analysis of government support for green innovation through different data sources and methods, as well as the development of guidance for conducting quantitative impact evaluation work.
