In order to simplify releases and to drop old cruft, this PR removes Rake tasks that are about the removed Relish app.
It optimistically refers to Benoit's docs. EDIT: I learned that they had slightly different URLs, with underscores instead of hyphens, but I found that before I merged. EDIT 2: I then noted that the data structure those URLs were in had some funky formatting, so I regularized that.
