Spotlight on mobility and transport
Mobility and transport have a direct impact on many aspects of our lives. Whether it’s travelling to school or work, going on holidays, or receiving packages that we ordered online – we all depend on the sector in various ways.
The EU shares responsibility for action in the mobility and transport sector with the Member States. This means that both the EU and the 27 Member States can legislate and adopt legally binding acts in the area. At EU level, action is supported by a network of EU agencies and bodies who are responsible for carrying out certain technical tasks and implementing EU programmes.
Action at EU level in the sector mainly deals with large-scale issues such as safety and passenger rights across all transport modes. The EU is also working to reduce the environmental impact of the sector and improve its sustainability. Another area that has been the focus of EU level action is the harmonisation of the sector across the Union, particularly when it comes to rail and air travel. Such harmonisation plays an integral role in the EU’s single market, as it allows for greater efficiency in cross-border travel and thereby facilitates trade.
Recently, the European Commission adopted a passenger mobility package to improve the experience of passengers and travellers, with proposals for action that would, among others:- strengthen passenger rights, including for passengers with disabilities or reduced mobility,
- ensure better protection for those who book package holidays, and
- facilitate multimodal transport by providing more comprehensive information to passengers looking to combine different modes of transport for their journeys.
Moreover, in a bid to further improve efficiency in the sector and capitalise on technological developments, work is also ongoing to optimise the use of smart and sustainable mobility solutions such as drones.

The modal shift to rail is a key pillar of the EU strategy to reach climate neutrality by 2050, and cross-border transport is an integral part of the EU’s single market. When it comes to cross-border rail transport, however, journeys can sometimes be hampered by technical differences between countries. This study assesses the growth potential of cross-border rail transport that would derive from the harmonisation of standards between countries.

Towards “Vision Zero”
Road transport is the most common means of travel in the EU. It forms the backbone of the modern economy and facilitates the mobility, logistics, and delivery needs within and around the EU. Ensuring the safety and security of the road transport system is therefore of paramount importance. While European roads are the safest in the world, there is no room for complacency. This publication sheds light on various EU-funded projects that are contributing to the EU’s ‘Vision Zero’ road safety strategy.
