Assessment of Alaska’s Behavioral Health Crisis Services Continuum of Care (Milliman Report, June 2024) - In response to concerns about the difficulties of providing existing levels of crisis services throughout all of Alaska, the Division of Behavioral Health (DBH) commissioned Milliman, Inc. to analyze Alaska’s behavioral health crisis continuum and care. This final report provides an overview of the current state of behavioral health crisis service delivery in Alaska, highlighting areas of opportunity as the state looks to increase access to behavioral health crisis care in all communities across the state. The report focuses on mobile crisis response and crisis stabilization facilities and provides a strategic roadmap for implementing potential solutions. DBH identified an internal team which has begun reviewing recommendations and is providing an outline for expansion of services to include an amendment to the 1115 Behavioral Health Medicaid Demonstration waiver. Once these recommendations are complete and reviewed by leadership, key implementation activities will commence to include planning and design, stakeholder engagement, tribal consultation, regulatory authority changes, payment review and rate development, and updates to internal operations and documentation. Despite the challenges, Alaska is supported by a dedicated network of individuals and organizations working to ensure access to crisis care for all.

Alaska’s Strategies to Prevent Underage Drinking offers an overview of what existing literature describes as being effective and specific actions the committee believes are possible to implement in Alaska. Increasing the use of these recommendations and specific actions will help to build a stronger foundation in the statewide effort to prevent underage drinking.
