File history forward navigation fails to navigate forward / to recognize the file tab to navigate to #4289

Describe the bug / provide steps to reproduce it

Sorry for the mouthful of an explanation, I don't fully understand the problem myself.

  1. Open a project with 2+ files in Zed
  2. Open 2 files in tabs
  3. Navigate to the last tab in the tab bar
  4. Close Zed
  5. Open Zed
  6. Navigate back to the first tab in the tab bar using the File History Back button
  7. Try navigating to the second tab in the tab bar using the File History Forward button
  8. See the issue: the second tab can't be open using the forward button

Environment

Zed: v0.119.2 (Zed Preview)
OS: macOS 14.2.1
Memory: 16 GiB
Architecture: aarch64

If applicable, attach your ~/Library/Logs/Zed/Zed.log file to this issue.

If you only need the most recent lines, you can run the zed: open log command palette action to see the last 1000.
