List skip-link and landmark techniques as related to each other #319

Skip-links and landmarks have overlapping use cases. Their techniques pages should be shown as related to each other.

Makes sense to me, @awkawk are these considered editorial changes? (I.e. can just be merged.)

Status update: We've found an issue with the new techniques and the section on related techniques, once that is resolved, this one can be actioned.

This is a redo of #319 which was against the 2.0 XML sources. Now that
the related techniques have been ported, it is possible to make these
changes on the 2.1 HTML sources. @lkmorlan

Closing this pull request against XML sources, it's replaced by #552 against HTML sources.
