Init script installed at /etc/init.d/splunk.
Init script is configured to run at boot.
What actually should happen:
# /opt/splunk/bin/splunk enable boot-start --accept-license --answer-yes --no-prompt -systemd-managed 1
Systemd unit file installed at /etc/systemd/system/Splunkd.service.
Configured as systemd managed service.
This is with Splunk 7.3.2. The documentation is pretty clear you need -systemd-managed 1 and if you run as root to just leave of -user.
