This should fix #231 and fix #232.
It makes sure the building of the package for ML Engine can happen regardless of how Luminoth was installed (with editable or not).
Under normal circumstances (
pip install luminoth[gcloud]), the version installed to run in ML Engine will be the same version the user has locally.
