This PR is a resubmission for #1760 after the old PR was closed due to renaming the default branch. Since that PR was closed, I have resolved all noted issues including:

I see you have added <!-- omit in toc -->
before a lot of smaller categories. In my opinion, there's a caveat in excluding categories which aren't necessarily obvious; a user would glance at the contents section first and might be looking for just that category you omitted. Besides it's not against Awesome guidelines. I'd say it's okay to include them in contents.
@sindresorhus Good suggestion, I've added links to Atlassian and Rapid7, two really good resources for DevOps and DevSecOps respectively. @mhxion Thanks for the suggestion, but having two levels of nested lists would be against the list guidelines
