**Problem** BOM support current has perf issues. **Solution** This bumps Coursier to 2.1.22. This also adds a new setting `csrMavenDependencyOverride`, which will default to false.

Problem

This bumps Coursier to 2.1.22.
This also adds a new setting
csrMavenDependencyOverride, which will default tofalse.
