Description
Replace the unmaintained actions-rs/toolchain CI with the up to date dtolnay/rust-toolchain CI.
This gets rid of some warnings we had in the CI. Also, the
set-outputcommand used in the action-rs/toolchain CI is deprecated and will drop support in June of this year (https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/).
