This works around a problem in the PuppetDB CLI app `delete-reports` where it does the wrong thing if the pe-puppetdb database isn't running on the replica itself, and is on a dedicated postgresql node instead
This is to support reading pe.conf files on upgrade that aren't JSON-compatible
Since it's so critically important that they be correct, or the upgrade will fail
