feat(richtext-lexical): Link & Relationship Feature: field-level configurable allowed relationships #4182

Description

Adds new disabledCollections and enabledCollections properties to the Link and Relationship Feature props. If these are set, the collection-level enableRichTextLink and enableRichTextRelationship features are disabled/completely overridden.
