Accessibility feature request

Blueprint tooltips should better communicate information to assistive technologies.

It should be relatively low-lift to add a feature to the Tooltip and/or Tooltip2 component which renders an aria-describedby attribute and generates a corresponding unique ID string for the tooltip contents to the DOM.
