Currently, we have a translator role in the exploration and user with such role can add audio translations as well as written translation to exploration, but we want to have a separate role for a user who can only upload audio for the exploration.

Note:

• This role will be known as "voice-artist" and they can only access content_ids_to_audio_translation part of the state.
• Written translations will be entirely managed by the community we are not going to have a separate role for this part of the state (but owner and editor can still edit this part).
