PowerVS: Add provider id fmt for capi deployment #1665

What this PR does / why we need it:
Fixes https://issues.redhat.com/browse/MULTIARCH-2749

Add --powervs-provider-id-fmt=v2 param as part of capi deployment to use provider-id-fmt.
