Merging, but note that all the config files (and the data directory) won't be available if you use data volumes for /data or /config. This is why the Maria container does a little bootstrap dance with dpkg-reconfigure and friends. Not sure if you intended it this way, but it does make it a bit harder to get up and running with data volumes, as you need to copy out the config and reinitialise the data directory.
