Docker 1.9.1 breaks for custom bridges #18145

Description

Docker 1.9.1 doesn't assigns ip addresses correctly, including double assignment. Docker 1.9.0 doesn't have the problem.

 /usr/bin/docker daemon --fixed-cidr=10.10.0.128/25 --bridge=cbr0 --iptables=false --ip-masq=false -H fd://
