Custom view positions not always saved/restored properly #45733

I feel like this has been going on for a while, but I seem to constantly have to re-position (order) my custom views — even for the same workspace folder.
For example, I open vscode to folder X and reorder my views to look like:
Then I close vscode and reopen it (to folder X) and I will see:
For whatever reason Bookmarks gets dumped at the end. At the same time if I expand any of the views that state is restored properly, just not the order.
VS Code version: Code - Insiders 1.22.0-insider (a716373, 2018-03-14T05:15:41.910Z)
