Does this issue occur when all extensions are disabled?: I don't think so but it doesn't seem like an extension issue.

Steps to Reproduce:

1. Have a project with dart and Dart-code/Dart-code (https://marketplace.visualstudio.com/items?itemName=Dart-Code.dart-code)
2. Open the project:

On previous versions this would not appear unless holding down the keys.
