A new pipeline to replace the existing WindowsAI packaging pipeline #10646

Description:
The new pipeline will only cover building the packages. Tests will be separated out to a different pipeline. And they will replace the existing WindowsAI nuget packaging pipeline. We will monitor the new pipeline for a while before deleting the old one. This PR only adds things. It is safe because it doesn't change existing files.

If this one works well, in the next I will refactor our python packaging pipeline in the same way.
