Adding retries to install-ssmsmin and install-sqltoolsservice for download/install failures #6880

This change modifies the config files provided to service-downloader for install-ssmsmin and install-sqltoolsservice so that service-downloader is configured to do retries in case of download/install failures. It moves the version of service-downloader in use to: github:anthonydresser/service-downloader#0.1.7 which has enabled the retry feature.

Double check that webpacking still works with the new dependencies yarn gulp compile-extensions-build
