We had a link submitted and removed for being off-topic. A few days later someone tried to resubmit it and got an error that it had already been submitted, but couldn't find it in the search engine because it was deleted.

Worth figuring out how to improve the error message so the submitter understands they shouldn't tag ?new on the end of the url and try again.
