Adds PHP 8.3 to the list of supported versions.
There are loads of dynamic properties in tests, but none is src it would seem, so PHPUnit emits a tonne of deprecations - I don't believe that these are being surfaced with the current PHPUnit config.
There are also reflection related deprecations in tests.
