Add a docker image for hyperkube, and instructions on how to use. #6432

Please don't merge until I get the service proxy working. Should be this evening.

google_containers in the gcr.io path

&& instead of a separate RUN? also consider --no-install-recommends

This works very well for me, and makes playing around with porting stuff to run on kubernetes much easier, thank you.

I'll take another look monday and run through it myself once before merging.

Should we use the v0.14.1 image here rather than dev?

Ok, comments addressed. I think this is ready to merge. I'm going to continue to iterate, but let's get this checkpointed.
