The description is too simple, my suggestion:
DEPRECATED: The PersistentVolumeReclaimRecycle called Recycle is being deprecated. See announcement here: https://groups.google.com/forum/#!topic/kubernetes-dev/uexugCza84I

I think we need a release note for this PR.
