What this PR does / why we need it:

This PR bumps the ClusterTrustBundle API to v1beta1. It also adds API discovery for kubelet to determine whether to enable the ClusterTrustBundleProjection feature based on the API availability (the feature gate must still be enabled for this to happen).

Which issue(s) this PR fixes:

Related to: kubernetes/enhancements#3257

This PR is rebased on #127326 and should not merge before the other PR.

Does this PR introduce a user-facing change?

The ClusterTrustBundle API is moving to v1beta1.
In order for the ClusterTrustBundleProjection feature to work on the kubelet side, the ClusterTrustBundle API must be available at v1beta1 version and the ClusterTrustBundleProjection feature gate must be enabled. If the API becomes later after kubelet started running, restart the kubelet to enable the feature.

Is this label configured under labels -> additional_labels or labels -> restricted_labels in plugin.yaml?

Resolved the merge conflict in the e2e test.

Determine whether the ClusterTrustBundleProjection should be enabled
based on ClusterTrustBundle API discovery.
Some distributions may rely on a running kubelet in order to start
their kube-apiserver. Therefore we must delay the API discovery.

This patch delays it until the first time a clustertrustbundle is
requested from the InformerMaanager.
