Cherry pick of #126343 on release-1.31.

#126343: Terminated pod should not be re-admitted

For details on the cherry pick process, see the cherry pick requests page.

Terminated Pods on a node will not be re-admitted on kubelet restart. This fixes the problem of Completed Pods awaiting for the finalizer marked as Failed after the kubelet restart.
