What this PR does / why we need it:

This CRI update is intended to support more cgroupv2 capabilities.

Does this PR introduce a user-facing change?

Add unified map on CRI to support cgroup v2. Refer to https://github.com/opencontainers/runtime-spec/blob/master/config-linux.md#unified.

Hi @payall4u. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Should staging/src/k8s.io/api/core/v1/generated.proto be updated as well?

Needn't to update it until we decide to provide more capabilities with cgroup v2.
