What type of PR is this?

What this PR does / why we need it:

Flag --insecure-port has been deprecated, **This flag has no effect now and will be removed in v1.24.**
Error: invalid port value 28080: only zero is allowed

As this flag has no effect, we can just remove it in kubeadm side in 1.22 now.

kubeadm: remove the deprecated flag --insecure-port from the kube-apiserver manifest that kubeadm manages. The flag had no effect since 1.20, since the insecure serving of the component was disabled in the same version.
