What this PR does / why we need it:

Similar to #98700, this PR replaces the deprecated topology labels in favor of the new GA ones for Azure disk

Which issue(s) this PR fixes:

Fixes #98281

Does this PR introduce a user-facing change?

[ACTION REQUIRED] Newly provisioned PVs by Azure disk will no longer have the beta FailureDomain label. Azure disk volume plugin will start to have GA topology label instead.

Hi @kassarl. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

(just approving the cloud provider changes since this is necessary with the old beta labels being deprecated, I have not extensively reviewed the PV logic)
