HISTORY.rst no longer included in source distribution #166

in idna 3.6 (maybe 3.5 already) source distribution there is no longer a HISTORY.rst describing the changes in each version. it is still in git. could you please add it to the distributed files list?

This will be fixed in the next release, it was caused by migration to a different packaging system.
