GHC 9 on Windows fails a lot with an error mentioning "renameFile:renamePath:MoveFileEx". An upstream ticket about this[1] was fixed by a change to Cabal, so maybe upgrading will help us. https://gitlab.haskell.org/ghc/ghc/-/issues/18274

Okay, so upgrading Cabal is impossible because Chocolatey only has 3.4 right now. I mean, we could drop haskell/actions/setup and roll our own setup, but I'd rather not. So I guess I'll just disable GHC 9 on Windows for now. |
