The current status for local backups can be found in the preferences file under the
MobileBackupskey.The
DoNotOfferNewDisksForBackupkey should be set in /Library/Preferences/com.apple.TimeMachine, not in ~/Library/Preferences/com.apple.TimeMachine. This is where other Time Machine preferences are stored as well.
