Add script to reboot a jenkins slave #8290

For easier maintenance, it's going to be easier if the reboot script is checked in and the post build step in all the jobs just invokes it.

In the future, we can add logic for restarting windows workers here (currently only linux and mac workers are getting rebooted after build).
