Disable ccache for ubuntu-14.04/clang3.4 docker config #6926

ccache isn't working there. Disabling it allows the build to work properly.

None of the failures shown are related to this PR.
Additionally, sanity is failing now because the LLVM APT repository is down, and has been down for more than 2 weeks. This is used in grpc_clang_format Dockerfile and we currently have no workaround.
