On Grafana 5.0.0 official Docker image (https://hub.docker.com/r/grafana/grafana/) DISABLE_GRAVATAR option doesn't work (not in all places gravatars are disabled).

I can still see images on /admin/users page and on annotations popups.

I've verified disable_gravatar option value on /admin/settings page, it has expected value of true
