- Build binary wheels for Python 3.12
- Remove Python 3.7 support
- Upgrade versions of python extra deps to be more recent
- Disable JAX tests until the python_extra_deps versions are extended to depend on Python version (current versions crash with Python 3.11. Presumably they need newer versions but those no longer support Python 3.8). Edit: confirmed on a different machine: newer JAX versions fixes this crashing issue, so this will work. Will do the proper fix in a follow-up PR next week so that we can unblock the Github Actions CI for other PRs.
