Adds German translation for readme files and giscus itself.

Please note that this is german based off of the German used in Switzerland, which has some minor, yet significant differences in grammar compared to german used in Germany and/or Austria.

Because of those reasons is this translation saved as gsw (German Switzerland), which should exist, based on the Languages and Scripts page.

If anyone who is fluent in german finds grammatical errors that are not part of switzerland's differences, let me know and I'll try to correct them quickly.
