Drops support for "eslint:recommended" and "eslint:all" string configurations in flat config arrays. Fixes #17488

Removed support for
"eslint:recommended"and"eslint:all"string configurations in flat config arrays.Is there anything you'd like reviewers to focus on?
Seems there are no changes in the docs needed as we removed the mention of string configs when we released the
@eslint/jspackage.
