Feature: Build and publish this to pypi so that it can be used as a cli

Build and package using pyproject.toml

* build wheel using hatchling
* add github action to publish to pypi
* should be usable in cli like
```shell
pip install md2jira
md2jira <markdown_file> | pbcopy
```
